Small Human Powered Vessel Requirements

Canada Shipping Act 2001

The following items and procedures are mandatory for human powered commercial vessels, under the Canada Shipping Act (CSA 2001). All guides (lead and assistant guides) must meet or exceed these standards.

Required Procedures

  • Conduct a pre-departure safety briefing.
  • File a float plan detailing group size, and route.
  • Anyone under 16 years of age Must wear an inherently bouyant PFD or Lifejacket.
  • When water temperatures are less than 15 degrees, have established procedures or equipment to protect all persons on board from hypothermia and cold water shock.

    Required Equipment

  • Sound-signalling device or sound-signallying appliance.
    Such as a pea-less whistle, hand held compressed gas horn, or electric horn
  • If operating between sunrise and sunset, carry appropriate navigation lights
    Such as an electric flashlight which can be displayed in sufficiant time to prevent collision. Separate from watertight flashlight below
  • Watertight Flashlight
    Seperate from flashlight above.
  • Carry a magnetic compass - if required
    Not required for boats under 8m. However, it is recommended for all boats.
  • Buoyant heaving line (throw bag) - 15m long minimum
  • Flares
    • If boat is less than 6m in length, 3 pyrotechnic flares
      • Type A, B, or C other than smoke signals (Type D).
      • Must not be expired. Flares expire 4 years after date of manufacture
    • If boat is more than 6m in length, 6 pyrotechnic flares
      • Type A, B, or C other than smoke signals (Type D).
      • Must not be expired. Flares expire 4 years after date of manufacture
  • Approved First Aid Kit
    • First Aid Kit must contain
      • An up-to-date first aid manual or up-to-date first aid instructions, in English and French
      • 48 doses of analgesic medication of a non-narcotic type
      • Six safety pins or one roll of adhesive first aid tape
      • One pair of bandage scissors or safety scissors
      • One resuscitation face shield
      • Two pairs of examination gloves
      • 10 applications of antiseptic preparations
      • 12 applications of burn preparations
      • 20 adhesive plasters in assorted sizes
      • 10 sterile compression bandages in assorted sizes
      • 4 m of elastic bandage
      • Two sterile gauze compresses
      • Two triangular bandages
      • A waterproof list of the contents, in English and French
    • OR A first aid kit that meets the requirements of the Marine Occupational Safety and Health Regulations or of provincial regulations governing workers compensation, with the addition of a resuscitation face shield and two pairs of examination gloves if the kit is not required to contain them.
  • Bailer, or manual bilge pump
  • Where re-boarding height from water is greater than .5m (20inches), carry a re-boarding device.
